“Is the U.S. Water Resources Policy Spinning Out of Balance?”
A sweeping array of legislative and policy proposals is under consideration by the U.S. Congress and the Administration. When examined together, they portend the most significant changes in the U.S. water resources policy in decades. These seemingly separate and independent proposals actually work in concert to cover nearly all aspects of water resources policy and law. The proposals have two clear objectives: 1) expansion of Federal control over water resources – especially by the executive branch, and 2) the primacy of environmental considerations at the expense of economic and human uses of water resources. Amy W. Larson, President of the National Waterways Conference, will present an overview of the current U.S. water resources proposals and provide an analysis of the impact that these proposals could have on navigation, flood control, ecosystem restoration, and the water resources infrastructure in general.
The National Waterways Conference (NWC) is the only national organization to advocate an integrated, comprehensive and collaborative approach to water resources management. Its members include shippers and carriers that utilize inland, coastal and Great Lakes waterways, industry and regional associations, port authorities, shipyards, dredging contractors, flood control associations, levee boards, regional water districts, engineering consultants, and state and local governments. Amy W. Larson is a graduate of the Columbus School of Law, Catholic University of America, Washington, D.C. Prior to joining the NWC, Mrs. Larson served as the General Counsel of the Federal Maritime Commission.
